A unique characteristic of APERC is its staff of visiting researchers. APERC seeks to have researchers with knowledge of the energy situation in every APEC economy and, therefore, APERC recruits researchers from all 21 APEC economies. Researchers come to Tokyo to work for a minimum of one-year, but typically stay for several years, with the length of service mutually determined by the researcher and APERC.
APERC recruits its researchers both by seeking nominations from APEC member economy governments and directly from queries made by e-mail. Researchers nominated by APEC member economy governments are often seconded to APERC by government agencies or by government-sponsored research institutions. Other researchers are employed directly by APERC.

Regardless of the method of recruitment or mode of employment, all researcher candidates must have the endorsement of their home economy's representative to the APEC Energy Working Group before an offer can be made. APERC can generally seek this endorsement on behalf of the candidate.
